Implement asset reservation in the UI

* Expose CSRF token
* Refactor duplicate URL construction logic
* Refactor open asset element lookup to avoid
  doing it so frequently
* checkViewerAvailability now requires a 
  reservation to make controls editable. We may 
  want to pivot some of the unavailable checks to
  just check reserved depending on whether they’re
  intended to update the UI display for the list
  or change the editor mode.
