Add event moderators (#377)

Add field to event resource that allows to specify a moderator for an event.
Event moderators are able to:
 - make changes to an event (patch)
 - see the list of participants

Only a user has write permission for its signups.
Write permission is only given if the user_id issuing
the request and the user_id of the targeted signup match.
