Remove schemaSettleTime and delays

In further testing the delays turned out to be ineffective. The v2 driver
seems to keep up well with schema changes, but a multi-node cassandra cluster
is getting quite slow at processing schema changes once the number of
columnfamilies ('tables') grows beyond a couple of thousand.
