refactor (datafile management): Remove direct reference to project config object from decision service (#254)

Summary:

In preparation for datafile management, change decision service so that the `configObj` is not passed into the constructor. Instead, every method that needs `configObj` accepts it as an argument.

Test plan:

Updated unit tests and compatibility suite.
