[elk] Add methods to delete identities

This code includes tow methods to delete identities from SortingHat:
- `delete_inactive_unique_identities`: delete the unique
  identities which have not been seen during the retention time window
- `delete_orphan_unique_identities`: delete the unique identities
  for a given data source which are not in the IDENTITIES_INDEX
