index/index.go: Nearest() now collects nearby cities and finds the winner using Haversine

- This produces more accurate results by using S2 for rough estimation
  (a strong optimization) but then minimizing oddball results by finding
  the one that is actually, physically closer (and avoiding the issues
  with S2's boxing).

- Added LRU cache.
