List the new dataset form action explicitly to avoid URL params

There is an issue with the WAF on the UNHCR servers when if you submit a
form but the URL also has query params you get a 400 error.

Bizarrely this happens on
`/deposited-dataset/new?owner_org_dest=...&private=True` but not on
`/dataset/new?group=...`
