Experiment using tile.loc.gov IIIF for thumbnails

This loads considerably less data — usually a factor of 10 or better –
but increases our outside infrastructure dependencies. We should careful
test overall performance, especially since there will be some tradeoff
between loading small thumbnails and then needing to load the full image
for actual transcription and review.
