Commit Message

Move docs building to the end of tests.

This commit moves the building of docs to the end of the tox file.
Because, seriously, if I need to thrash against test failures for some
reason, I'd like to not sit here for 10 minutes while Sphinx installs
and then builds docs on Travis.
