Retry client connection errors for redis and storage (#24)

* Updated copyrights for 2019

* Improved logging with consistent timing format as well as retry information.

* Automatically retry GKE storage requests that get 429 errors and Redis ConnectionErrors.

* Add a REDIS_RETRY_TIMEOUT to wait before retrying a failed Redis command.

* changed file_name to input_file_name and output_file_name

* including timestamps and pod identities with every status change

* storage.upload makes file public and returns tuple of dest, url

* replace redis.keys() call with redis.scan()
