<a href="https://github.com/wikimedia/parsoid/commit/7390bf770">Add --phpConfigFile option to parse, parserTests, rt testing scripts

* This lets us use different config files and selectively enable
  the hybrid parse pipeline instead of enabling it by default
  if pipeline.yaml is present in the root directory.

* Renamed pipeline.example.yaml to phpconfig.example.yaml
