Commit Message

Add initial tlog integration test

This commit adds the first integration tests.  These tests are written
in python for pytest execution.  More specific information about how to
setup for the tests, run them, and cleanup afterwards is described in
the README.md file.

This commit provides:

* src/tlitest -- contains executables for integration tests
* lib/tlitest -- contains libraries including pytest modules for tests
* README.md -- descibes the tests and how to use them
* tlitest-setup -- script to setup dependencies like rpms and users
* tlitest-teardown -- script to cleanup after running the tests
* tlitest-run -- script to run tests with pytest
* test_tlog.py -- the main pytest module for tlog integration tests
