kernel: SyntaxTreeFunc returns args+locals in one list

... called 'nams', not in two separate lists. This matches how GAP stores them
internally. It also simplifies the code, and also actually makes it easier to
work with the syntax tree on the GAP level, as conversion of an LVAR integer
into the name of that LVAR now becomes a simple list lookup; whereas before,
one had to compare the LVAR against the number of arguments, and depending on
that, look into different lists.
