Issue726 1.8 (#728)

* Overhaul of native and internal encodings

We're making more use of the OLCStringsAsUTF8 capability marker.

Resolves #726

In the process, I discovered that the coutwildrnp.shp lacked a
valid code page.

* Here's the code page

* Remove included gdal.pxi

Also move internal encoding assertions to encoding tests

* Remove assertions that won't pass with 1.11

* Uppercase UTF-8 in .cpg

* Require GDAL 2 for these tests

* Address comments in PR
