Implement partial parsing of program to obtain first line (#192)

* Add code to parse first line of program independently of rest of program

Rationale: possible that program as a whole does not parse due to syntax error or broken rule - in this case first line should still be parsed to check presence of verbose toggle.

* Remove an extra 'yet' in some elaborate messages

* Refactor for ease of understanding

* Resolve typecasting issues

* Refactor a return statement to be less confusing.
