409/configurable vm setting (#469)

* added variable vm settings

* added dynamic validation and put defaults in seeds.rb

* changed min cpu cores to one (don't want machines with no cores)

* changed min cpu cores to one (don't want machines with no cores)
fixed requestTemplate validations

* added custom validation

* mode some methods private

* make codefactor happy

* removed unnecessary GBs in view

* can no longer log in if the rails db:seed was not run
