Config: Add DataAccess interface

This replaces lib/mw/ApiRequest.js and lib/mw/Batcher.js.

The prospective MediaWiki implementation of the new interface is in the
MediaWikiPageConfig class, since PageConfig and DataAccess need many of
the same things from MW.

Should we merge DataAccess into PageConfig fully, or keep them separate
at the Parsoid level?
