Upgrade to more recent `openvpn` chef cookbook

Adding compatibility support for Ubuntu 18.04; some changes are
required for this cookbook.  The `openvpn` cookbook dependency is very
outdated.  Usage of `3.0.0` is being explored as `4.0.0` is not
compatible with our current environment.

- integrated `chef-microwave` over `chef-kitchen`
- moved `rubocop` offenses to `.rubocop_todo.yml`
- resolved linting issues
- resolves unit testing failures so that they pass
- fixed integration tests so that `verify` works
- fixed kitchen builds for building/testing locally
- updated `openvpn` cookbook to v3.0.0
- adds ubuntu 18.04 support
- adds chef 14 support
- When `node['openvpn']['configure_default_server']==true` then this
  cookbook will generate a `static.key` file and the `/etc/openvpn/keys`
  dir.
