project: delete pebble-client.

The `pebble-client` command was something I whipped up very early in the
implementation of ACME v2 when there was a grand total of zero
compatible ACME clients to use to test server-side code.

This branch removes the `pebble-client` command - I don't believe anyone
else used it and its quite primitive and clunky.

I always intended to make `pebble-client` into a more flexible ACME
"toolbox" and while I did eventually pursue that goal I did it external
to the Pebble repo where I could take some bigger dependencies (e.g.
`github.com/abiosoft/ishell`).

If folks are interested in a replacement for `pebble-client` I've shared
my hacked together `acmeshell` tool: https://acmeshell.com I've been
using it personally for over a year and it is frequently handy.
