FEATURE: Convert markdown to rst

This is necessary for docs.typo3.org where rst is used. While the phpdoc
should use markdown (as discussed with typo3fluid/fluid).

The current implementation is a hack, not respecting software
architecture and upcoming plans.

As this is a "hack", no tests were adjusted.

!!! This hack requires pandoc to be available within $PATH !!!
