update to.buffer and replace uses of Buffer.from(utils.stripHexPrefix...) with it (#361)

this updates to.buffer by removing `stripHexPrefix` and replacing it with a more performant solution (thanks @davidmurdoch!). it also addresses the issue with Buffer.from() losing data if the string passed to it is not even.
