[KE] Hansard: Clean up dashes in speaker name before processing

Sometimes parties like "FORD-K" are referred to as "FORD - K" or
"FORD- K" and sometimes the dash is a unicode alternative, so clean up
the spaces around dashes and normalise to an ASCII representation before
parsing our the party initials.
