Submit to v1 and v2 (#23)

* Merge mark as shipped v1 and v2 tasks

Instead of having 2 tasks submitting to shipit v1 and v2, we can use the
same task to submit to both API backends. This simplifies the logic and
the amount of patches, but will require us to switch to v2 for all
branches.
