Extract operators metadata from built image

Add new export_operator_manifests plugin to extract operators metadata
and upload it to Koji.

Note that for older releases of python 2.7, shutil.make_archive includes
a '.' directory in the archive. This is a known bug which has been fixed
upstream. We use zipfile to create our zip archive, supporting more
python 2.7 releases.
