<a href="https://github.com/wikimedia/parsoid/commit/e567db8d2">Tweak storeDataAttribs to suppress DOM nodes in data-parsoid.tmp

* It turns out tplRanges is the source of DOM nodes in the tmp
  object in data-parsoid. This is only used during template wrapping
  and can be suppressed during DOM dumping.

* We need to dump tmp information in the following scenarios:
  - tracing
  - being able to run DOM passes independently on the PHP side
    via DOMPassTester
  - being able to run DOM passes on the PHP side via the JS-PHP
    hybrid pipeline
