Add versioning to linked data configs

* fixes IriTemplate processing error which incorrectly converted `{?var}` to `_VALUE_`.  It now does the correct processing, which is…
    * `{?var}` transforms to `var=_VALUE_`
    * `{var}` transforms to `_VALUE_`
* adjusts all existing linked data config fixtures to the 2.0 format
* adds lod_full_config_1_0.json to test the auto-transform of 1.0 configs to 2.0 compliance
