resolve #12 - fix keys with leading slashes

that is to say - ensure we retain the leading slash if the key contains
it. this is fixed by sending *another* leading slash in the call to
Uri->path as that DTRT when you only pass a single leading slash and
assumes that you *don't* want '//foo/bar'

update test to reflect above changes, bump VERSION and Changes for CPAN
release
