CI: baseline / fast finish (#748)

* ci: Travis: add baseline stage with only 4 jobs

This avoids running all jobs (which are many), in case they would fail
all anyway.

* ci: AppVeyor: fast_finish=true

Since there are many jobs it is better to quit on any error, e.g. if all
of them are about to fail anyway.
