Input: Refactor Resizer/Static CSS

This update refactors the (Input) Resizer and Static sub components to use
`css.js` instead of SCSS. This resolves style rendering issue when a
multiline Input is rendered within a `Modal`.

The SCSS implementation broke since the styles were no longer in the correct
scope.
