Commit Message

Add a skeleton of ServiceRuntime [ECR-2939] (#726)

Separate the service runtime and service instantiation, so that
the native code can be updated as soon as possible, instead of waiting
for a complete implementation of dynamic service loaders.

See ECR-2940 for the description of prospective updates in native.
