Typing consistency  (#259)

* Enforcing types in design methods

Prototype functions now return ZPK{Complex{T}, Complex{T}, T}.
Changed because transformfilter function function does promote(Z,P) for returned ZPK.
Zero and poles having same type matches PolynomialRatio and Biquad, where num and denom
have the same type as well.

Else, Butterworth would return zeros of type T, but elliptic would return Complex{T}.

Added tests to make sure type of digitalfilter(responsetype, prototype) has same type
of prototype.

Edge case where PolynomialRatio(a, b) with Poly's of different types returns an error

Lifted out prewarp(f::Real, fs::Real) functionality for reuse
