Introduction of 1.14.0 (Blue Bontebok: Spider)

Fixes,  reviews, and fixes!

Fix:

- (issue) regarding the way execution time show up.
    - Indeed, it was showing up twice when testing for file content.
- (issue) regarding the non-generation of logs files when we are used
as an imported module.

Review:

- of the way we handle extra rules in order to be clear.
  - Indeed, before this release, some extra rule may have been obscure
  because they were not centralized. This release fixes that.
- of the way we execute an run the command(s) given by the end-user
through `command_before_end` and `command`.

Improvement:

- of the documentation.
- of the way we get, save, set and return the status of the tested domain.
- of the way we call/initiate classes in order to avoid recall/reinitiate
while iterating over the list to test.

Introduction:

- of 3 new indexes when the end-user request the complete information about
the test we run.
    - The 3 new indexes are `source`, `_status` and `_status_source`.
    - The purpose of the new indexes which status with an underscore is to
    provide the status without the SPECIAL or any extra rules.
- of Python 3.7.2 into the CI tests.
