webview, css: Fix emoji cut off at bottom.

Placeholder provided by `18px` is smaller to the emoji, which is being
rendered so it gets cut off at bottom. Now with `20px`, placeholder is
sufficient for it to get rendered.

Tested on few iPhone 5S, iPhone X and Android 9, it is working fine.
