Rewrite core to allow having long-running active tasks

Activation process now split into two parts: during first part, nodes are marked as ,
then the runner steps activate some nodes as they see fit, i.e. Task is run and EndEvent is never activated.
After that all that remains gets activated anyway. This allows persisting state which is waiting for intermediate
event without running this task every tick. Instead it's marked as active once and is never rerun unless activated
once more.
