Build MAD-X with GC 8.0.2

This downloads and extracts the new version manually rather than using a
patch file to do the whole job for mainly two reasons:

- the diff is about 1M large and would notably increase cpymad repo size

- such a patch would require real patch utility (python-patch can't
  create files), but the one from anaconda repositories crashes when
  applying that patch
