config: faster token expiration

* Changes the default expiration time for password reset tokens and
  email confirmation tokens to 30 minutes. Using the tokens will as
  a side-effect login in the user, which means that if the email with
  the link gets leaked or forwarded by the user itself, then another
  person can use the link to access the account. Flask-Security v3.1.0
  will solve this issue, but until released, we lower the default
  expiration time. (closes #269, closes #278)
