<a href="https://github.com/wikimedia/parsoid/commit/4442091d5">Ported QuoteTransformer.php and TransformTests.php

* Debugging completed, got tests/transformTests/txt
  Quote section and Obama quote --gentest working 100%

* --manual mode fails to only test the specified transformer,
  transformer mode selection code is missing, must port
  from the JS code.

* QuoteTransformer was previously ported as part of php_prototype
  branch and tested but changes to token definitions required
  updating QuoteTransformer.php and TransformerTests.php
  as well as upding the token definition files.

* Function headers were added, asserts were replaced with
  error_log() and function calls in for loops were moved
  outside the for ( ... statements.
