Commit Message

Enabled an ARM cross-compile build on Travis & improved sanitize.

Also, removed the --retry-connrefused curl option which isn't supported
on the old curl in the default Ubuntu image. Moved the dependency
builds so they can use the flags defined in the main script. Added
a few non-default ASAN checks to the sanitize build.
