Update ci-tests.sh (#2097)

- This PR moves `gofmt` and `goimports` checks to the top of `ci-tests.sh` because when a PR having wrong code format is sent, it doesn't fail immediately. It runs tests then, it fails because of format.

- It also formats code according to `1.11`.
