Enhancements to Dockerfiles and Makefile

* Move code stub copy from Dockerfile.base to machine-specific
  Dockerfiles, to make rebuilds faster. This partially addresses #483
* Add a `test` target to the Makefile to make it easy to run the unit
  test suite locally
* Add a `help` target to the Makefile which documents the targets
  available
