Makefile: Add targets for db migrations

* Add new Makefile targets for managing migrations with the
  payment/sqlite package.
* Refactor the usage of Makefile variables to use curly brackets
  rather than round brackets when referring them.
* Install the current version of goose (the DB migration tool) in order
  of tracking in the Go module the version to use.
