feat(tagging): enable users to add tags to their articles (#34)

- add the tags field that will hold the tags from the users articles
- add a view method that retrieves all the tags of all the comments
- test the tag view that returns all the views
- fix the test errors in the test file
- refactor code to remove the comments and to clean its quality and change name of all_tags to tags
- add authentication
