backend: Loan update endpoint

* Implemented blueprint endpoint with POST method to update loan
* Validate for loan update
* Use of @pass_record decorator
* ITEM_REF_BUILDER from ILS to update loan.item.$ref
* Moved LOAN_PID_CONVERTER to .pids so we can import it
* Mock util $ref builder for endpoint testing
* Indexing Loan after update
* Broadcast signal to index item on ILS
* Added tests for loan update endpoint
* Fixed docstrings for Python2
* Resolves #112
