Node/skeleton filters: add option to invert filter rules

Filter rules can be modified for many widgets using the little funnel
icon in their respective title bars. Filter rules support now an
"invert" option during creation, which allows to create filters that
include everything but whatever is matched by a particular filter
strategy. This can be useful e.g. during neuron review to only look at
segments that have been created by people other than oneself or
connectivity everywhere excluding a particular compartment.
