Add a "__count" property that captures the size of a fold scope (#158)

* Add the "__count" meta-field into the schema.

* Update IR generation for handling __count output and filtering.

* Always add GlobalOperationsStart block. Move count filtering to global operations section.

* Implement MATCH backend for __count. Some frontend fixes as well.

* Move context-related data into context helpers file.

* Delint.

* Add documentation and tests for a few edge cases.

* Address comments. Add more documentation on adding custom meta fields. Fix minor bugs.

* Fix lint errors.
