Only use a faucet when one is needed (#219)

* Only use a faucet when one is needed

During integration test scenarios, a faucet wallet is needed only when
we require a wallet to have some initial coins. Quite a few scenarios
don't require this and therefore, we could save some faucet wallets (and
make the overall a bit faster) by just not getting one from the pool
when there's no need

* Make slotDuration and resubmission period less strict

I've faith that this may help with the node sometimes hanging in integration tests after waited 'too long'
for a transaction to be validated. At least, if we still encounter failures outside of these boundaries,
we can now be sure that there's indeed a problem that isn't purely about timing out
