Add possibility to shutdown the client cleanly.

- ToggleFetcher updates the backup client in an atomic operation
- Improved locking in ToggleFetcher when saving to disk
- Keep track of threads in ScheduledExecutor
- Added unit tests for ScheduledExecutor
- Improved documentation
