Commit Message

Core: turned Parameters classes into structs with default parameters.
Removed corresonding source files, which are no longer needed.
Also cleaned up quite some parsing code and Log messages related to parsing and initialisation.
State_Setup now checks if the config file exists and gives an error if not. The subsequent initialisations do not write any additional errors.
Also reformatted template definitions in Filter_File_Handle.hpp.
