Allow setting JVM arguments at node runtime [ECR-2556]. (#629)

- The `--ejb-jvm-args` argument was moved to runtime stage
as `--jvm-args-prepend` and `--jvm-args-append`.
- Added the `--jvm-debug` argument for JVM debugging
