Commit Message

Only use delete permission to remove delete action.

If a user has delete permission but certain objects can't be deleted
then removing the action causes a 'No action selected' error instead
of a permission denied error.

Also removing the delete action shouldn't blow away any other actions
because they may have nothing to do with the delete permission.
